Pretty much what it says I would guess. They are changing/looking at how sovereignty works and the part about not walking is the ambulation things that's supposed to be worked on, but not going to be ready this year.

They've just quoted the dev blog (which btw is on our homepage) and added a little bit of extra blurb

Bah thats a pain in the arse, I'v really been looking forward to Walking In Stations... Now delayed by... 2 years?

I thought they might be mixing their words arround in order to confuse people, but Kalstorm also thinks the meaning of this last comment is that WIS will not be coming out this year
